If the arbitrator finds the NRL was in breach, the RLPA will push for an alteration to the rule to include guidelines around when the CEO can stand down a player.

The dispute and how it is resolved is expected to be a significant test for the future relationship of the players’ union and the NRL.

The RLPA has long been opposed to the rule that was introduced to combat bad off-season behaviour.

“We’ve always maintained rules, regulations and policies aren’t going to shift player behaviour,” RLPA chief executive Ian Prendergast said in November.

The Australian Rugby League Commission announced the rule last February, with Dragons forward Jack de Belin the first player stood down under the policy. De Belin has pleaded not guilty to serious sexual assault charges and his trial will begin in Wollongong on February 3.

Greenberg made the call to stand down Manly centre Dylan Walker last February over domestic violence allegations of which he was subsequently acquitted, as well as Panthers player Tyrone May, who in November pleaded guilty to recording four sex tapes without the consent of the women in them.

Both of those alleged offences carry maximum penalties of less than 11 years.

The NRL said Greenberg made decisions based on the evidence available to the league at the time and was in no rush to make a call on Sivo and Reynolds ahead of the season. The RLPA hopes the dispute will be resolved by the start of the season.

Sivo will have a clearer understanding of whether he will be allowed to play out the 2020 NRL season when his indecent assault case is heard in a Fijian court on February 17.

The 26-year-old was charged with indecent annoyance after allegedly touching the skirt of a waitress on Boxing Day. The charge was later upgraded to indecent assault.

Parramatta Eels chief executive Jim Sarantinos said the club was still waiting on “clarity” around Sivo’s hearing dates and was working closely with the NRL integrity unit to see if Greenberg would stand him down.

“Our club’s priority is to be as transparent as possible and to answer whatever questions the NRL has so their decision is informed,” Sarantinos said.

Reynolds will not front court again until round 19 of the season.

Washington State football coach Mike Leach has said he has a policy that any player who commits one of three acts will get kicked out of the program: violence against women, illegal drugs, and stealing. One former Cougars player is suing because he says he was unfairly dismissed, and Leach isn’t actually consistent with his rules.

Cornerback Zaire Webb and receiver Anthony White Jr. were dismissed from the team in October, a day after Pullman Police cited them for misdemeanor third-degree theft at a Walmart. A few days later, the school informed Webb that his scholarship would be pulled at the beginning of 2018. He was allowed to appeal but says he wasn’t allowed to attend or participate. In December, the charges against Webb were dismissed due to insufficient evidence.

Webb’s lawsuit, filed March 2 in Whitman County Superior Court, argues that Leach inconsistently applied the rule to him. The suit lists examples of other players who have broken the “three sins” policy and weren’t kicked off the team. Linebacker Logan Tago took a plea deal after he was charged with felony robbery and assault in 2016 for mugging a guy for a six-pack of beer. (The Cougars recently used Tago’s mandated community service as a feel-good story.) He’s still on the roster. Former cornerback Daquawn Brown was charged with felony second-degree assault in March of 2014 after he allegedly punched a man and woman in the faces during a night out. He was allowed to play in the 2014 season and led the team in tackles before Leach dismissed him in December of that year. Receiver Grant Porter was arrested and booked on a domestic-violence charge in November of 2017 for allegedly grabbing his girlfriend’s neck and pushing her to the floor. The lawsuit says he is still on the spring roster. (Washington State has not answered a question as to whether this was accurate, as well as a request for comment on the suit, but Deadspin will update if the school responds.) Update (3:36 p.m. ET): A Washington State spokesperson says Porter is suspended indefinitely, and the school has no comment on the lawsuit. Webb’s complaint argues that these are all examples of Leach’s “firm” policy instead being totally arbitrary. The 18-year-old is asking for unspecified damages suffered.

In Leach’s Oct. 25 letter of dismissal to Webb, the coach wrote the following:

In the months leading up to his dismissal, Zaire was involved in a series of events that called to question his commitment to the football program, as well as came into direct conflict with our team rules. Zaire played as a true freshman on our football team in the first few games of this season and it was not our desire to remove him from our team. His was performing on special teams and we can only assume with time in our program that he would have continued to improve on the field.

A consistent standard needs to be maintained in dealing with the conduct of our players. Every player is held to the same standards here and we have demonstrated that talent, athletic ability, age, or classification have no bearing on whether we keep or remove a player that violates any of our team policies.

WEST HAM are facing a Football Association charge alleging they broke rules on anti-doping.

The FA have launched disciplinary proceedings against the Hammers claiming the club failed to ensure its “Club Whereabouts” information was correct on three occasions in the past year.

The Premier League club have been given a week to respond to the charges.

West Ham face sanctions under rule 14(d) of the FA regulations, which bring football into line with the laws of the World Anti-Doping Agency.

It surrounds the club making sure it provides information making it clear where their players, or at least one of their players, are at certain times of each day, for drug testers to potentially carry out random checks.

The Hammers have acknowledged receipt of the charges and have promised to work with the FA to resolve the issues.

There is no indication of any wrong-doing on behalf of any of the players, and it is understood the breaches are down to administrative errors.

One one occasion, it appears testers visited the correct block of flats to get a random sample from a player who was in the building, but they had been provided with an incorrect door number.

A West Ham spokesman said: “The breach relates to administrative oversights on The FA’s whereabouts system, for example a player’s address had been registered and the house number digits transposed, and the Club will be responding to The FA in due course.

“We would like to make it clear that the breach is a Club administrative matter and does not concern any of our players.”

It is a similar charge to the one brought against Manchester City earlier this season.

In that instance, City were fined £35,000 and given a warning after they admitted their own administrative errors had led to the rule breaches.

Unlike in other sports, the three strikes and and a ban does not apply in the same way to the way club’s administer their overall information in football.

It is likely the Hammers will be hit with a slap on the wrist and a fine if their explanation is accepted by the FA.
